Guidelines for Prospective Loan Applicants

SMEDA has taken the initiative of developing pre-feasibility studies in fifteen sectors, and as per directions of the Prime Minister, has made them available to new start–up SMEs, through the SMEDA website, for the promotion of an entrepreneurial culture in Pakistan. To date, our website has recorded more than 117,000 downloads of the published pre-feasibility reports.

These prefeasibility studies provide a general understanding of the proposed business, and are structured like a business plan. However, to assist the prospective entrepreneurs / loan applicants, SMEDA will provide a template for business plan preparation and requisite guidelines for the loan applicants, as soon as the loan application forms are made available by the participating banks on their respective websites.

Features of PM Youth Business Loan Scheme

Purpose of Scheme:

To provide small business loans in shape of Term loan focus on (but will not restricted to) unemployed youth, especially educated youth looking for establishing or extending business enterprise.

Eligibility Criteria

Females age between 21 to 45 year having ability to start their own business or intend to expand the existing business. Applicant should have some experience of relevant field or holds a business related diploma/certificate pertaining trade of proposed business setup.

Pricing / Markup Rate : 8%


Maximum  7  years.  The  tenor  will  depend  upon  the  nature  of  business,  pattern  of  income  and repayment capacity.

Finance Limit

Minimum : 500,000 Rs.

Maximum : 2,000,000 Rs.

Processing Time:

Processing  time will  not exceed 15 working days after  submission of  complete basic documents by the applicant.

Borrower’s Capital : 10% of Loam Amount

Collateral / Security:

From Rs. 500,000/- to Rs 749,999/- will be secured against Hypothecation of stocks/Assets & two personal guarantees of high net/credit worthy individuals including one of government servants minimum in BPS 17.

From Rs. 750,000/= up-to Rs 2,000,000/= will be secured against tangible securities such as Lien on deposit certificates, property mortgage, pledge of gold ornaments, Pledge of stocks.

Repayment of the Loan

Equal monthly installments with grace period of 6 months for principal payment Sector and Products

Sectors and Products

All sectors. Borrowers will be encouraged to obtain standardized schemes/projects/undertakings from SMEDA or any other body but this will not be mandatory for the borrower.

    Respected PM sahb ma ny Loan k liy apply kia tha jis ki qura andazi 14 Agu ko honi thi but abhi tak nahi huvi ma bohat majbor hun aur koi aisa rasta nahi k apny paun pr khrai ho saku .....bohat say isue daily suny ko mil rahy ha k ye schecm khtam ho gayi hy ab Mariyam Nawaz ko hata diya gaya hy is liy......Plzzzzzz Plzzz is matr ko daikhin taky ham jaisy nojwan agy a sakin apny liy qoom k liy aur apk liy kujh kr sakin..Thanxx Allah Pak apko sallamat apk hamion ma sy aik hun.....

    hamray prime mister ko khuda ka khof nai interest jab hai hi haram na dayny wala bachy ga aur na lany wala to apny deen ko bhol k aur countries ki example dayty ho begair interest k paisy do jitny do utny wapis lo humain b nazr aay k awam ka soucha hai kuch ya Allah is se bora aur kia hona k mulk ka hukmaran hi interest ki talqeen karta hai

    AN OPEN LETTER TO THE PARLIAMENTARIANS, THE HONOURABLE COURTS TO HELP THE DEPRIVED AND THE SUFFERING. Will the recent war launched against the parliament, the democracy and the rule of law propagated and lauded at national and international levels help the helpless and the deprived in the country to sustain and meet their daily needs especially with reference to the consumer market where the people of Pakistan are looted of worth billions in terms of consumers prices index (CPI) or the people of Pakistan will wait for another 5 years tenure so the mian or the bibi come with more lucrative and charming promises to do away with the consumer market and ensure access to justice to each for the provision of their daily food items at affordable cost with guaranteeing of food and nutrition quality. Frankly speaking the people of Pakistan are unlucky one who hasn't learnt yet to go for their issue on the table and bargain with their leaders or the governments to keep up their promises, fix the market rates with the financial year or fix the CPI with the annual increase in the salaries. Unfortunately, the issue of the consumer market has remained unanswered since the last 50/60 years and the people of Pakistan have been suffering billions of rupees per day in terms of (daily) raised price index just by the district management and the kind consent of the district judiciary. The recent move by some political parties to rectify the political system in the country calls for an unbiased and rigorous review to answer the deprived and the suffering people that if the said parliaments, the constitution and the democracy were so sick that it could not provide the one percent people their constitutional rights despite investing trillions of rupees on these institutions what they have achieved so far? And according to the government policies as narrated in routine how long the people would wait for the availability of their rights and especially the right to economic justice as compared to the ruling elites which have more than 100 percent rights with no answering to anyone? Pakistan is perhaps the only country in the world where there is a law that if you buy one unit of power, it costs Rs.5 and 2 for Rs.8 and 3 for Rs.12 and 4 for Rs.16 and 5 for Rs.18 and so on for more units just for the domestic utility not for the commercial, The question is that who and how one will justify the tariff that one unit was produced at the rate of Rs.2 and sold at Rs.5 and the second unit was produced at the rate of Rs.5 and sold at the rate of Rs.8.11 and the third was produced at the rate of Rs.8.11 and sold at the rate of Rs.12.30 and the 4th was produced at the rate of Rs.12.30 and sold at the rate of Rs.16 and so on for the other units for the domestic sector. It is such a shit business,100 percent illegal, unconstitutional and 100 percent controversial to the basic rights of the people confessed in the constitution that managed by the government to looting the deprived and the suffering people in the country who are deprived of their 100 percent basic rights since the day 1047.It is shameful for the people sitting in the parliament and shouting and lauding for the constitution, the parliament and the democracy but deaf, dumb and blind on the issues of the people for which they are there and paid billions of rupees monthly. According to the statistics available on the net and in the media factories more than 90 % the most honorable parliamentarians are the criminal, loan defaulters, loan writ offers and involved in all sort of maneuvering against the rule of law and access to justice to all. The most important question of the day is that what for is the honorable courts here in the country if not protection the basic rights of the deprived and the poor people. Do they judiciaries in the country have another job and the provision of the justice to each is someone other’s job. No and not at all, the honorable judiciary is very much responsible and committed to the people of Pakistan to fight back the evils and help the people to get their constitutional rights. It is the utmost constitutional duty and legal binding on the sitting judiciary to come forward for the people and prove their identity, validity and delivery of justice to the people of Pakistan. We the people of Pakistan respectfully request the honorable judiciary to take suo-moto notices on NEPRA 's illegal, illegitimate and unconstitutional authoritarianism, the very base of looting the poor and the deprived of billions per month including the payments of more than 100 billions theft of power and the loss of power worth, 80 billions. The honorable courts are hereby requested to listen the poor people in the country, the only way out to the people to go for the justice.
